The procedure for reviewing


The procedure for reviewing and publication of the materials, entering the editorial office of the Scientific Journal “Manager”


  1. The editors carry out an initial review of materials for their compliance with the subject of the journal, established design requirements and for the presence of unlawful borrowings (through automated systems for checking manuscripts) within 10 days after the receipt of the manuscript. If the article meets the topic of the journal, the requirements for design and originality (at least 80%), the article is registered in the register of incoming articles. Otherwise, articles are not allowed for further examination.

The editors notify authors of the results of the initial review of the materials.

  1. The manuscript provided by the author (authors) is transferred by the editors, based on the decision of the editor-in-chief (deputy editor-in-chief) of the journal, for expert assessment to a reviewer who is a qualified specialist in the subject of the material being reviewed and, over the last three years, has publications on the subject of the article being reviewed. Reviewers may include both members of the Editorial Board (primarily) and external experts. Additional reviewing may be assigned if the article is interdisciplinary or controversial.
  2. Reviewing is conducted confidentially and is closed.
  3. Reviewing of scientific articles is carried out according to the principle of two-way anonymous reviewing: the manuscript is transferred to the reviewer without indicating the names of the authors or other information that allows identifying the authors; the review is provided to the authors of the manuscript without indicating the surname, place of work and signature of the reviewer.
  4. The reviewer is notified that the manuscript submitted to him is the private property of the author (authors). The reviewer is not allowed to copy the manuscript for the purpose of using the material for his own needs or transferring it to a third party. The reviewer must comply with the ethical rules of scientific publications adopted by the editors.
  5. The period for reviewing a manuscript is no more than 15 days from the moment it is received by the reviewer.
  6. The reviewer can give three types of recommendations regarding the article: recommend for publication, do not recommend for publication, recommend for publication after eliminating the comments.

If an article is not recommended for publication, the reviewer must give a reasoned critical opinion.

In case of a negative recommendation from the reviewer, the article may be permanently rejected.

If the article is recommended after eliminating the comments, the reviewer is to formulate the comments to refine the article, as well as to indicate the need for further verification.

If the reviewer has indicated the need to make changes to the manuscript, the author may partially or completely agree with the reviewer’s opinion, rework the article, and resubmit the manuscript in response to the comments. The period for finalizing the article is no more than one month from the date the review was sent to the author. In this case, the date of receipt of the manuscript by the editorial office is considered to be the date of return of the revised manuscript (hereinafter, see clause 2).

If the revision period is exceeded, the article is considered retracted.

In case of disagreement with the reviewer’s opinion, the author of the article has the right to provide a reasoned response to the Editorial Board. The article may be sent for re-reviewing or for approval to the Editorial Board.

The author can also withdraw his article from the journal based on the results of the review.

The author must notify the editors of any decision made.

  1. The reviewer does not enter into correspondence with the author.
  2. Requirements for the content of the review.

The review must contain a qualified analysis of the manuscript material, its objective reasoned assessment and reasonable recommendations. The review is prepared on the form provided by the editors.

The review pays special attention to the following issues:

– general analysis of the scientific level, terminology, structure and style of the article, relevance of the topic;

– scientific presentation, compliance of the methods, techniques, recommendations and research results used by the author with modern achievements of science and practice;

– the appropriateness of the volume of the manuscript as a whole and its individual elements (text, tables, illustrative material, bibliographic references). The expediency of placing tables and illustrative material in the article and their correspondence to the topic being presented;

– the place of the article being reviewed among other works on a similar topic: novelty, degree of originality or duplication of works by other authors or earlier articles by the same author (completely or partially);

– correspondence of the title, keywords and abstract to the content of the article;

– inaccuracies and errors made by the author.

  1. The decision to publish the manuscript is made by the editorial board and approved by the editor-in-chief (deputy editor-in-chief) based on the results of the review.

In case of a positive conclusion, the editor-in-chief of the Scientific Journal “Manager” (deputy editor-in-chief) determines the order of publications.

The editors do not undertake any obligations regarding the timing of publication of the articles.

Not allowed for publication:

a) the articles that are not properly prepared, the authors of which refuse to technically finalize the articles;

b) articles whose authors do not respond to the reviewer’s constructive comments;

c) articles that do not contain new information or are not related to scientific activity.

  1. The editors inform the author about the decision made. The editors send the authors copies of the reviews of the materials provided and/or a reasoned refusal to publish the materials provided. The editors do not enter into discussions with authors regarding rejected articles.

12. The editors reserve the right to make minor technical corrections to the text of the article without violating its meaning and content.

  1. The original reviews are stored in the editorial office of the journal for five years from the moment they are signed by the reviewer. The editors of the publication undertake to send copies of reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request by the editors of the publication.
