CODE OF ETHICS FOR SCIENTIFIC PUBLICATIONS IN THE “SCIENTIFIC JOURNAL “MANAGER”
The scientific publication “Scientific Journal “Manager” (hereinafter referred to as the “Scientific Journal “Manager”) follows the generally accepted principles of publication ethics, including those expressed in the recommendations of the Committee on the Ethics of Scientific Publications (https://publicationethics.org), the Code of Ethics for Scientific Publications, in The Basic Practices – an Act of this Committee of 2017, and makes every effort to ensure them at all stages of the publication cycle.
The editors of the Scientific Journal “Manager” fulfill all the requirements and obligations in accordance with the Law of the Russian Federation of December 27, 1991 No. 2124-1 “On the Mass Media”.
All participants in the publishing process are required to comply with ethical standards and rules, and the Scientific Journal “Manager” takes measures to prevent their violations. In accordance with generally accepted requirements, the ethics of publishing activities must be observed by all its participants: authors; reviewers; editorial staff; publisher. The publishing process is characterized by transparency regarding all its participants and stages.
Ethical obligations of the editorial board and editorial staff of the
Scientific Journal “Manager”
In its activities, the Editorial Board of the Scientific Journal “Manager” is responsible for the publication of copyright works, which imposes the need to follow the following fundamental principles:
- When making a decision on publication, the editorial board is guided by the reliability of the presentation of data and the scientific significance of the work under consideration, based on its compliance with the Nomenclature of Scientific Specialties, the subject of the journal, indicators of originality and the opinion of the reviewer (reviewers) about it.
- The editorial board must evaluate the intellectual content of manuscripts without regard to the race, gender, religious views, origin, citizenship, social status or political preferences of the authors.
- Unpublished data obtained from manuscripts submitted for consideration should not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas obtained during editing related to possible benefits must be kept confidential and not used for personal gain.
- The editor should not allow information to be published if there are sufficient grounds to believe that it is plagiarized.
- The editorial board should not leave unanswered claims relating to reviewed manuscripts or published materials, and if a conflict situation is identified, take all necessary measures to restore violated rights.
- The editorial board accepts for consideration materials and manuscripts of articles prepared in accordance with the “Rules for the preparation of author’s manuscripts”. The rules are approved by the Editorial Board, taking into account the recommendatory decisions of the general meeting of the editorial staff and the Academic Council.
- If the review (reviews) contains comments on the content of the article, but provided that the reviews are generally positive, the article is sent to the author for revision, after which this article, by the decision of the Editorial Board, can either be published or sent for re-review. The editors ensure the confidentiality of the review of the article: information about the reviewer (reviewers) is not disclosed to the author or third parties.
- Before publishing an article, the editors must send the scientifically edited text of the article to the author for approval.
The Editor-in-Chief of the Scientific Journal “Manager” is responsible for deciding which articles submitted to the journal should be published and is responsible for everything published in the journal. When making these decisions, the Editor-in-Chief may be guided by legal requirements regarding defamation, copyright infringement and plagiarism. The Editor-in-Chief consults with other members of the Editorial Board or reviewers when making publication decisions. The Editorial Board should always be ready to publish corrections, clarifications, retractions and apologies when necessary.
Ethical obligations of the authors of the Scientific Journal “Manager”
The author (or team of authors) is responsible for the content of the article, the novelty and reliability of the results of scientific research, which presupposes compliance with the following principles:
- The authors of the article must provide reliable results of the research conducted. Claims that are known to be erroneous or falsified are unacceptable.
- Authors must ensure that the research results reported in the submitted manuscript are completely original. Borrowed fragments or statements must be formalized with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including undocumented quotations, paraphrasing, or appropriation of the results of others’ research, is unethical and unacceptable.
- The article should contain comments and references if the article used previously published data from other works. It is necessary to acknowledge the contribution of all persons who in one way or another influenced the course of the study, in particular, the article should provide links to works that were important in the conduct of the study.
- The author must not publish manuscripts describing the same research in more than one journal or pre-publication. Original research results must be new and not previously published. If any part of the submitted article has already been published, the author is obliged to add appropriate comments and references to the manuscript. Concurrent submission of the same manuscript to more than one journal is unethical behavior and will not be tolerated
- Co-authors of the article must include all persons who made a significant contribution to the conduct of the study, execution or interpretation of the presented research. Among co-authors, it is unacceptable to indicate persons who did not participate in the study. In accordance with established practice, articles with more than three authors listed will not be accepted. Thanks may be expressed to those who assisted in the preparation of the article.
- The author responsible for correspondence with the editors must guarantee correct and complete indication of information about all authors of the article, and that all authors are familiar with the final version of the article, agree with the submission of the article for publication and are notified of the exact date of submission of the article.
- If the author discovers significant errors or inaccuracies in the article during its review or after its publication, he must notify the editors of the journal as soon as possible. Information about errors and inaccuracies, with appropriate justification or evidence, may be provided by a third party. After analyzing the information provided, the Editorial Board considers the advisability of publishing such information. The Editorial Board notifies the author of its decision.
- The author guarantees that the submitted article does not contain materials that are not subject to publication in the open press in accordance with the current legislative acts of the Russian Federation, and that its publication and distribution will not lead to the disclosure of confidential information.
- The author agrees that the published article can be posted in the public domain on the journal’s website, as well as in the Scientific Electronic Library.
- If the author violates ethical standards and rules, his article is subject to rejection or retraction.
Ethical obligations of reviewers of the Scientific Journal “Manager”
All materials submitted for publication undergo a review procedure (link_ Article reviewing).
The purposes of reviewing materials are assessment and recognition by high-level specialists:
the significance of the scientific (scientific and practical) results of the research conducted by the authors;
correspondence of the content and level of disclosure of the topic to the title of the article; novelty of the author’s research;
compliance with ethical standards accepted by the international scientific community and prevention of violations of these standards in relations with all participants in the publication process;
introduction into scientific circulation of current modern works on the issues of the Scientific Journal “Manager”.
The reviewer carries out a scientific examination of the author’s materials, as a result of which his actions must be unbiased, consisting in compliance with the following principles:
- A manuscript received for review should be treated as a confidential document that cannot be passed on for review or discussion to third parties not authorized by the editor.
- The reviewer is obliged to give an objective and reasoned assessment of the presented research results. Personal criticism of the author is unacceptable. The reviewer must express his opinion about the submitted article clearly, giving arguments in the review that confirm his opinion.
- Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes.
Reviewers should determine whether all published works used by the authors are cited in the article. The reviewer must inform the editor if significant similarity or complete coincidence of the submitted article with other previously published articles is found.
Violations of publication ethics
If a situation arises involving a violation of publication ethics on the part of an editor, author or reviewer, a mandatory investigation is required. This applies to both published and unpublished materials. The editors of the Scientific Journal “Manager” are obliged to demand clarification without involving persons who may have a conflict of interest with one of the parties.
The editors protect the reputation of the authors and are attentive to all cases of plagiarism in articles. To ensure objectivity, the editors carefully study each case and take into account the arguments of all interested parties.
Before taking further action, the editors strive to obtain the most accurate information from the authors of the controversial publication or copyright holders and study it. The editorial decision is impartial, objective and does not depend on third parties.
The Editorial Board reserves the right not to respond to allegations of plagiarism if the accuser provides false personal information or acts in an unethical or threatening manner. The editors are not obliged to discuss cases of alleged plagiarism with persons not directly related to it.
Regulation of violations of publication ethics
The editors and editorial board of the Scientific Journal “Manager”, in order to avoid unfair practices in publishing activities and in order to eliminate conflicts of interest, make every effort to prevent violations of publication ethics. They reserve the right to refuse publication of articles in case of violation.
If violations of publication ethics occur, the editorial board investigates the situation.
The editors inform the author (or an unscrupulous reviewer) with a warning letter about non-compliance with the ethical standards listed above, identifying facts of ethical violations and warning about possible consequences. The author (or unscrupulous reviewer) is given the opportunity to respond to any allegations.
All disputes and disagreements regarding the publication of articles or related to conflicts of interest are resolved through negotiations in compliance with ethical standards and rules.
Minor violations are considered without the involvement of third parties.
Serious violations may require official publication on the website of the Scientific Journal “Manager” of the identified facts of violations; notifications to the employer of the accused (the head of the institution where the author works). The Editor-in-Chief, together with the Editorial Board, must decide on the need to inform the founder by studying the available data and consulting with a limited circle of experts.
Plagiarism, data falsification and image manipulation
Plagiarism in the Scientific Journal “Manager” is unacceptable. Plagiarism involves copying text, ideas, images or data from another source, even the author’s own publications, without providing credit to the original source.
If plagiarism is detected during the review process, the manuscript may be rejected.
Image files must not be manipulated or adjusted in any way that leads to misinterpretation of the information provided by the original image. Incorrect manipulation involves 1) introducing, enhancing, moving or removing objects from the original image, 2) grouping images that should obviously be presented separately.
If during the review process incorrect manipulations with images are identified and confirmed, the manuscript may be rejected.
The submitted data must be original. Incorrectly selected, processed, enhanced or fabricated data is not permitted. It includes:
1) excluding data points to increase the significance of the findings;
2) falsification of data;
3) selection of results confirming a specific conclusion due to contradictory data;
4) the deliberate selection of analytical tools or methods to support a particular conclusion.
The percentage of originality of a scientific article must be at least 80%.
